The announcement
HDB announced the HFE letter to provide a combined assessment of flat purchase eligibility, CPF housing grants and HDB loan eligibility before buyers begin their purchase journey. It replaced the narrower HLE framework from 9 May 2023.
What this means for property planning
A household’s search budget should begin with assessed eligibility and available funds. That prevents viewing homes at a price supported only by an assumed grant or a guessed mortgage amount. The HFE process also makes it easier to see whether the planned buyer and occupier arrangement actually qualifies.
A letter is useful only while its information remains accurate. Changes in income, household composition or ownership can affect a purchase plan, so confirm what needs updating before committing to an option. A buyer comparing a bank loan and an HDB loan should separately assess the lender’s offer, repayment terms and cash requirements. The eligibility assessment is the starting point for a budget, rather than a substitute for a household cash-flow review.

Establish your household profile, property ownership, financing and transaction dates. Obtain a written eligibility or financing assessment where needed. A historical announcement cannot establish your present eligibility, tax liability or borrowing limit.
