The announcement
Temporary relief included six-month extensions to qualifying development completion periods and developer ABSD timelines, plus relief under the Qualifying Certificate regime. Eligible Singaporean married couples received six extra months to sell their first home for ABSD remission. The couple’s second home had to be jointly purchased on or before 1 June 2020, with the original sale deadline expiring on or after 1 February 2020. The broader cooling measures remained in place.
What this means for property planning
Deadline relief provided time, rather than a blanket tax waiver. The central planning task was to establish eligibility and document the original and revised deadlines. A couple buying during disruption still needed a viable sale plan, mortgage servicing capacity and cash for the overlapping ownership period.
For purchasers of uncompleted homes, construction delays also affected rental costs, schooling and the date an existing home needed to be vacated. A financial buffer should therefore cover accommodation and moving contingencies, beyond the contractual purchase instalments. This article records a temporary 2020 programme; it should not be used to assume that the same extensions remain available.
