The S$2.18 million Telok Blangah jumbo listing: asking price, HDB response and scheme review

What was reported

CNA reported that HDB was reviewing its Conversion Scheme after feedback about a combined flat at Block 93B Telok Blangah Street 31. The 1,465 sq ft home, formed from adjoining three-room flats, initially asked S$2.18 million. HDB said on 25 September that it had not received a resale application for the property.

HDB explained that the first flat was purchased in December 2017 and the adjoining flat in August 2021, following approval for the neighbour to sell during the MOP because of family circumstances. The reported review did not establish that a new prohibition had already been enacted.

The price was a request, not a completed record

An asking price measures what a seller hopes to receive. A negotiated agreement, an official valuation and a registered resale are separate pieces of evidence. Describing this story as a completed S$2.18 million HDB resale would misstate the report.

HDB cited comparable individual three-room transactions of about S$673,000–S$771,000 and about S$1.54 million for two homes at the upper end. This comparison was not a formal valuation of the combined property. It does not establish an exact cash-over-valuation amount.

Assessing a rare configuration

The useful buyer question is how much value the household places on having its required space under one roof, compared with suitable alternatives at the same total budget. A rare configuration may attract attention, but scarcity alone does not determine an accepted price.

Compare the actual layout, remaining lease, condition and total funding needed. Preserve the distinction between reporting on a policy review and advising that the rules have changed. A later asking-price adjustment belongs in a separate follow-up.
